Notice of Shaanxi Provincial Department of Commerce on Supporting Participation in Key Overseas Exhibitions in 2024

All relevant departments at the provincial level, the competent commercial departments of all districts and cities (districts), the Hancheng Municipal Bureau of Commerce, and all relevant units and enterprises:

In order to implement the spirit of the province's open development conference and the requirements of the provincial party committee and provincial government to do a good job in international market development in 2024, our department plans to carry out the "Shaanxi Yao Global" hundred groups and thousands of enterprises to expand the market and seize orders in 2024, support more advantageous enterprises in the province to go overseas to participate in internationally renowned exhibitions (referred to as "hundred exhibition activities"), enhance the brand influence and international market share of Shaanxi products, and promote the stable scale and excellent structure of foreign trade in the province. The relevant work is hereby notified as follows:

First, the main features of the exhibition activities

1. Deeply cultivate the traditional market and actively expand the emerging market. Take multiple measures to stabilize the export share of the European, American, Japanese and Korean markets, amplify the beneficial effect of the RCEP policy, accurately connect with the "Belt and Road Initiative", RCEP and other market demands, and accelerate the expansion of emerging markets such as ASEAN, Russia, Central Asia, West Asia, Africa, and Latin America.

2. Enhance the added value of traditional products and vigorously cultivate emerging products. Support the upgrading of traditional industries such as heavy trucks, auto parts, petroleum equipment, and power transmission and transformation equipment, and continuously improve products, branding impressions, and influence. Promote the expansion of exports of high-growth foreign trade products such as "new three" and intermediate products, and encourage specialized and new manufacturing single champion enterprises to increase international market development.

3. Encourage enterprises to go overseas as a group and guide enterprises to participate in exhibitions by themselves. Adopt the practice of coordinating the organization of key exhibitions and encouraging recommended exhibitions to drive more enterprises in the province to explore the international market and enhance the visibility of our products and international market share.

II. Exhibition catalogue and exhibition methods

1. Catalogue of key exhibitions. A total of 100 key exhibition projects to explore the international market are arranged throughout the year, of which 50 are organized and 50 are recommended (see attachment for details). Mainly involved in automobiles and parts, gift consumer goods, textiles and clothing, oil and gas equipment, agricultural food, photovoltaic new energy, raw materials and plant extracts, power electronics, medical equipment, comprehensive industrial exhibitions, energy and chemical industry, home building materials, numerical control machine tools, cultural and entertainment services, business services, telecommunications computer information services and other fields. Among them, the "Belt and Road Initiative" has jointly built 54 national exhibitions and 29 regional exhibitions in RCEP.

2. Exhibitor method. For the exhibition projects organized by key organizations, third-party institutions will be entrusted to undertake the specific undertaking through public invite tenders (the invite tenders work will be launched in the near future, and the organizers of 50 exhibitions will be released in mid-to-late March). The organizers will complete the whole process of exhibition recruitment, booth reservation, pre-exhibition training, exhibit transportation, booth construction, session services, exhibition summary and fee verification under the guidance and supervision of our hall. For the 50 exhibitions recommended by key organizations, enterprises in various sub-sectors are encouraged to go overseas to participate in exhibitions by themselves.

III. Policy support

For the 50 exhibitions and other overseas trade exhibitions of goods and services recommended by our hall, the booth fee will be subsidized according to the requirements of the "Guidelines for the Application of Funds for the Development of International Markets in Shaanxi Province", combined with the type of exhibitors (production or trade) or the previous year's import and export performance and other comprehensive factors (the enterprise will pay in advance and declare the next annual subsidy according to the subsidy policy).

IV. Job requirements

1. Exploring the international market is an important measure to promote the opening up and development of the province in 2024. All relevant provincial departments, local and municipal commercial authorities, and relevant business associations are requested to attach great importance to it, and promptly notify enterprises in their jurisdictions or industries of the catalogue of hundreds of overseas exhibitions and relevant spirits. Carefully mobilize and organize relevant enterprises, especially specialized and new "little giants", single champions in manufacturing, and geographical indication product enterprises, to participate in the exhibition, and help enterprises make full use of the "two markets" and "two resources" at home and abroad to become bigger and stronger.

2. All relevant enterprises are requested to carefully study and judge, and in light of the foreign trade development needs of each enterprise, carefully select overseas exhibitions with high compatibility and product matching with the enterprise, and start the exhibition registration work as soon as possible (due to limited resources for overseas exhibition booths, enterprises must confirm their booths as soon as possible).

3. In order to solidly promote the development of the international market, this year our department will inform all cities and regions of the situation of enterprises participating in overseas exhibitions (including the number of enterprises participating and the intention of transaction, etc.) every quarter.
