A unified and open transportation market is an important foundation for effectively connecting supply and demand and promoting the smooth circulation of the national economy. In order to deepen the reform of the comprehensive transportation system, accelerate the construction of a unified and open transportation market, and better serve the high-quality development of the economy and society, with the approval of the Party Central Committee and the State Council, the following opinions are hereby put forward.
I. General requirements
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, coordinate development and security, adhere to the system concept, give full play to the decisive role of the market in resource allocation, give better play to the role of the government, deepen the reform of the system and mechanism of railways, highways, waterways, civil aviation, postal services and other industries, improve the system rules, and promote the cross-regional overall layout of transportation, cross-modality integration, and cross-field coordinated development. Deepening reform in key areas of transportation
(1) Improve the comprehensive transportation management system and mechanism. Improve the comprehensive transportation development, operation monitoring, public services, scientific and technological innovation, cyber security and informatization and other responsibility systems and operating mechanisms, and promote the development of railways, highways, waterways, civil aviation, postal services and other industries in a comprehensive manner. Promote the reform of highway toll collection system and maintenance system, and promote the optimization of toll highway policies. Build an all-factor water traffic management system, and improve the maritime supervision mechanism and model. Continue to promote the reform of air traffic control system, deepen the reform of low-altitude airspace management, and develop general aviation and low-altitude economy.
(2) Promote the coordinated development of comprehensive transportation. Strengthen the coordination of major policies for comprehensive transportation development, and promote the forward-looking planning and coordinated implementation of major projects across regions and fields. Do a good job in the connection between comprehensive transportation development planning and national economic and social development, land space and other planning. Strengthen the coordination of comprehensive transportation work in key regions, urban agglomerations and metropolitan areas.
(3) Perfect comprehensive transportation laws and regulations standards and statistical monitoring system. Carry out comprehensive transportation-related legislative research and argumentation, and promote the improvement of relevant laws and regulations in railways, highways, waterways, civil aviation, postal services and other industries. Improve comprehensive transportation standards and measurement systems, improve comprehensive transportation hubs, intermodal transportation and other key areas standards, and strengthen the convergence of standards for multiple transportation modes. (4) Steadily advance the reform of natural monopoly links in the field of transportation. With in-depth promotion of the separation of government and enterprises, government and capital, concessions, and government supervision as the main content, accelerate the market-oriented reform of competitive links in railways and other industries, and clarify the scope of natural monopoly links and competitive links. Encourage and guide social capital to participate in railway construction and operation in accordance with laws and regulations. (6) Promote the transformation and upgrading of green and smart transportation. Carry out environmental impact assessments of transportation infrastructure planning and construction projects in accordance with regulations, ensure that the implementation of planning is consistent with ecological protection requirements, and strengthen the sharing of transportation energy consumption and carbon emission data. Improve the policy of clean energy substitution for transportation equipment, and promote the application of new energy and clean energy for medium and heavy trucks, ships and other means of transportation. Accelerate the adjustment and optimization of the transportation structure, and further promote the development of urban green freight distribution. Continue to implement pilot applications of intelligent transportation such as autonomous driving and intelligent shipping.
(7) Improve the transportation safety and emergency management system and mechanism. Incorporate safety development throughout the entire process of transportation development in all fields, strengthen the prevention and control of risk sources, implement the responsibility system for maintaining social stability, improve and implement the safety production responsibility system, improve the safety supervision mechanism of the transportation industry, strengthen the classification and control of safety production risks, strengthen the safety supervision and control of key areas such as passenger and dangerous goods transportation, and resolutely prevent and contain major accidents in the transportation field. (8) Promote a higher level of opening up in the field of transportation to the outside world. Actively connect with international high-standard economic and trade rules, and promote institutional innovation in the field of transportation opening up in conditional free trade pilot zones and free trade ports. Improve shipping insurance underwriting capacity and global service level, and promote innovation in maritime arbitration system rules. Strengthen cooperation on transportation connectivity with countries that have jointly built the "Belt and Road Initiative", and make full use of existing platforms such as the China International Sustainable Transportation Innovation and Knowledge Center to promote global transportation cooperation. Accelerate the construction of an international logistics supply chain system, build a diverse international transportation channel, improve the global transportation service network, and enhance the resilience and safety of the logistics supply chain.
III. Perfect the transportation market system
(9) Perfect the market access and exit system. Strictly implement the "national one-list" management model. (11) Break down regional barriers and market segmentation. Clean up and abolish various regulations and practices that impede the construction of a unified transportation market and fair competition.
