Lin Shaobin said that through preliminary research, overall, the pain points and difficulties that companies pay attention to are mainly focused on reducing costs and improving efficiency. In response to this appeal, many corresponding measures have been launched this time.

In terms of cost reduction, the sixteen measures explicitly help enterprises make full use of tax incentives and reduce operating costs. For example, actively promote local governments to do a good job in the implementation of the expanded scope of the tax rebate pilot at the port of departure, so that eligible enterprises can enjoy policy dividends in a timely manner; in terms of efficiency, support the establishment of front cargo terminals in the comprehensive bonded zone adjacent to the port can improve the efficiency of air cargo import and export; promote the implementation of the "enterprise self-inspection result recognition model" reform in the field of enterprise verification, which can reduce the interference in the normal production and operation of trustworthy enterprises... These measures to increase convenience, improve services, and enhance vitality will help enterprises stabilize expectations, expand markets, and raise confidence.

Focusing on expanding imports, the sixteen measures are clearly aimed at enriching the domestic market supply by expanding sources, unblocking channels, and building service platforms, so that the world can share the dividends of China's large market.

For example, in terms of importing high-quality agricultural and food products, it is proposed to speed up the access process of aquatic products, dairy products and other people's livelihood products; for the import of bulk commodities such as energy and minerals, it is focused on steadily expanding the scope of inspection of the destination of imported mineral products, and steadily promoting the pilot "bonded mixed ore" of imported copper concentrates. In addition, actively support the expansion of the scope of international flights and the domestic business of international flights, promote the construction of "smart travel inspection", further optimize the customs clearance experience of passengers, facilitate cross-border exchanges of business personnel of enterprises, and serve everyone to do a better job of importing.

Focusing on "going global" products and supporting foreign trade enterprises to expand the international market, the 16 measures have also made corresponding arrangements. For example, the customs will increase foreign consultations and recommend foreign registration of export enterprises. At the same time, it will provide professional guidance to enterprises in key links such as facility construction, sanitation control, raw material acceptance, self-inspection and self-control, and help interested enterprises enter the international market.

Lin Shaobin said that among the 16 measures, in response to the new characteristics of new business models, the customs will continue to expand the scope of cross-border e-commerce retail exports and online shopping bonded retail imports cross-customs return pilots, and comprehensively promote the electronic guarantee of cross-border e-commerce tax. This will further solve the problem of cross-customs returns that enterprises are concerned about, help enterprises reduce tax guarantee costs, and stimulate the development vitality of cross-border e-commerce.

In response to the "bonded +" businesses such as bonded maintenance and bonded remanufacturing that local governments and foreign trade enterprises are concerned about, it will promote the further expansion of the scope of bonded maintenance business, support the bonded maintenance business of aircraft, ships and other equipment; pilot the bonded remanufacturing of automobile engines, transmissions and other products in the comprehensive bonded area, and further release the innovation vitality of the comprehensive bonded area.
