The competent commercial departments of each district (district), Hancheng Municipal Bureau of Commerce: According to the requirements of the Ministry of Commerce, MIIT, Ministry of Public Security, Ministry of Transport, and General Administration of Customs "Announcement on Matters Related to the Export of Used Cars (No. 6 of 2024) " (hereinafter referred to as the "Announcement") and "Notice on Further Doing a Good Job in the Export of Used Cars (Commercial and Trade Development [2024] No. 25) " (hereinafter referred to as the "Notice"), from the date of implementation of the announcement on March 1, 2024, qualified enterprises can apply for the export of used cars. In order to promote the comprehensive, sustainable, orderly and healthy development of the export of used cars in our province, the relevant matters are hereby notified as follows: 1. Do a good job in the audit of used car export enterprises. The competent commercial departments of each city (district) shall guide the qualified enterprises in the region to do a good job in the application work through the "unified platform of the business system of the Ministry of Commerce" in accordance with the requirements of the "Announcement", strengthen policy publicity, and encourage local powerful enterprises to carry out used car export business and expand the scale of used car exports. After receiving the application from the enterprise, the Provincial Department of Commerce shall complete the review of the formatting elements of the application materials within 3 working days. If the application requirements are met, the electronic version of the relevant materials shall be forwarded to the competent commercial department of the city (district) where the enterprise is located for verification as soon as possible. The competent commercial department of the city (district) shall complete the verification work and issue a clear opinion within 5 working days after receiving the relevant materials. According to the opinions of the competent commercial department of the city (district), the Provincial Department of Commerce shall make a If the materials do not meet the requirements, the reason shall be informed at one time. Enterprises that already have second-hand car export qualifications shall re-complete the declaration and review before September 1, 2024. All enterprises can carry out second-hand car export business within one year after the review is passed, and they shall re-declare the next year. 2. Strictly and efficiently do a good job in the issuance of export licenses. After passing the review, the second-hand car export enterprises shall apply for export licenses at the enterprise end of the "Unified Platform of the Business System of the Ministry of Commerce" in accordance with the principle of "whoever exports will apply for it", and no other enterprises or individuals shall apply on their behalf. Enterprises applying for second-hand car export licenses shall submit relevant application materials in accordance with the requirements of the "Announcement". The Xi'an Municipal Bureau of Commerce is responsible for the issuance of used car export licenses within its jurisdiction, and the Provincial Department of Commerce is responsible for the issuance of used car export licenses in other cities (districts). The issuing agency shall issue export licenses to enterprises whose materials meet the application requirements within 3 working days. If the materials do not meet the requirements, the reasons shall be notified at one time. III. Take the initiative to coordinate and do a good job in relevant regulatory services. The Provincial Department of Commerce, together with the Provincial Department of Industry and Information Technology, the Provincial Department of Public Security, the Provincial Department of Transportation, and Xi'an Customs, has established a special class for the export of used cars in the province. All relevant units shall, in accordance with the requirements of the Announcement and the Notice, combine their respective functions, do a good job in supporting relevant policies and whole-process services, and jointly strengthen the supervision and service of used car exports in all aspects. The Provincial Department of Commerce took the lead in establishing a used car export credit evaluation system, recording the dishonest behavior of used car export enterprises into credit files, guiding enterprises to abide by the law, operate in good faith, strengthen industry self-discipline, standardize competition behavior, and maintain export order. The competent commercial departments of each city (district) shall take the initiative to coordinate the departments of industry and information technology, public security, transportation, and customs to implement their regulatory responsibilities according to their duties, urge enterprises to be familiar with the ten situations in which exports are prohibited in the "Notice", strengthen departmental cooperation, and serve to ensure the smooth development of used car export business in the region. IV. Dynamic tracking promotes the healthy development of used car exports. All municipal (district) commerce departments should closely strengthen cooperation with relevant departments, dynamically track and timely guide used car export enterprises to do a good job in all aspects of transfer registration, preparation and testing, vehicle customs clearance, export tax rebate, etc., and especially remind enterprises to complete the registration formalities for the cancellation of exported used cars within the prescribed time limit, regularly submit used car export statistics, and timely report new situations and new problems in the export business to solve them in a timely manner. Cities (districts) with conditions are encouraged to build used car export bases that integrate functions such as display transactions, maintenance and preparation, testing and certification, customs declaration and export, warehousing and logistics, and financial services, so as to improve the efficiency of agglomeration. Qualified used car export enterprises are encouraged to set up motor vehicle registration service stations to achieve one-stop processing of export used car transfer registration and cancellation registration. Give full play to the role of industry associations, enterprise alliances, etc., to provide a good environment for used car export enterprises to obtain information resources and expand new markets.
